בָּרִאשׁוֹנָה הָיוּ מְמַשְׁכְּנִין אֶת מוֹצְאֶיהָ, עַד שֶׁהוּא מֵבִיא נְסָכֶיהָ. חָזְרוּ לִהְיוֹת מַנִּיחִין אוֹתָהּ וּבוֹרְחִין. הִתְקִינוּ בֵּית דִּין שֶׁיְּהוּ נְסָכֶיהָ בָּאִין מִשֶּׁל צִבּוּר:

היו ממשכנין את מוצאיה. המוצא עולה או שלמים היו ממשכנין אותו עד שיביא נסכיה משלו, שלשה עשרונים לפר ושני עשרונים לאיל ועשרון לכבש:
מניחין אותה ובורחים. כדי שלא להתחייב בנסכיה:

נסכיה. פי' הר"ב שלשה עשרונים וכו' והה"נ השמן והיין הראוי להן [*ועיין מה שכתבתי ברפ"ה]:
משל צבור. ובכל מקום שאומר משל צבור הכוונה בו שיביא מתרומת הלשכה רמב"ם. סוף פרקין. וכן כתב הר"ב לקמן גבי קינין ורש"י פרק ד' דמנחות לענין חביתין וכתב בכ"מ בפרק ד' מהלכות שקלים לפי שאלו בכלל מה ששנינו בריש פרק ד' שכל קרבנות צבור באין מתרומת הלשכה:

In olden times they used to take a pledge from any one who had found such a [stray] animal, until he brought its libation-offerings. Then people would leave the animal and run away. So the court decreed that its libation-offerings should come from public funds.
