אין בין אדר ראשון לאדר שני וכו׳ הכי קאמר אין בין ארבעה עשר וחמשה עשר של אדר ראשון לארבעה עשר וחמשה עשר של אדר שני, אלא מקרא מגילה ומתנות לאביונים, הא לענין הספד ותענית זה וזה שוין:

אלא קריאת המגילה. כלומר שאם עשאה בראשון לא יצא. רש"י וטעמא בגמ' דמסמך גאולת פורים לגאולת פסח עדיף. ובירוש' דריש שקלים דמשמיעין על השקלים נמי איכא בינייהו עיין בפירוש הר"ב דריש שקלים. אבל למסקנת הבבלי דמסקינן דחסורי מחסרא וה"ק אין בין י"ד של אדר כו' ולא מיירי בכל החדש לא קשיא דלא תני לה. ומ"ש בב"י ס"ס תרפ"ח בדין הפרשיות דלא כמסקנא שבגמרא. מצאתי לו בתשובה סוף בדק הבית שחבר. שתיקן זה ע"פ המסקנא:
ומתנות לאביונים. וה"ה משלוח מנות דליתנהו אלא בשני. אע"פ שהמקדימין לקרות נותנין מתנות לאביונים ביום קריאתם ואין שולחים מנות. שאני התם דלא עבדי סעודה. הר"ן:

If they read the Megillah during the first Adar and the year was intercalated (a month was added), it is read again in the second Adar. There is no difference between the first Adar and the second Adar except the reading of the Megillah and the giving of gifts to the poor.
